Arkady Chernetsky was born on May 8, 1959 in Nizhny Tagil in the family of an engineer and a surgeon.

He graduated from the Faculty of Metallurgy of the Ural Polytechnic Institute in 1972.
He served in the Soviet Army in 1972-1974 as a commander of a tank troop in the Turkestan Military District and holds a military rank of a Colonel, Army Reserve.
In 1974-1987 he worked at the Plant named after Yakov Sverdlov (currently known as Production Association UralTransMash), where he pursued his career from the position of the head of the quality control department to that of the deputy operational director.
In 1987 he was appointed Director General of the Product Association UralHimMash.
In 1987 he was elected Deputy of the Sverdlovsk City Council of People's Deputies.
In the end of January 1992 Arkady Chernetsky was appointed Mayor of Ekaterinburg.
In 1994-1995 he was a member of the Sverdlovsk regional government.
In 1995-1996 he presided over the meetings of Ekaterinburg City Duma.

A number of programs are being implemented in the city on his initiative and under his supervision.

Thanks to his active participation a particular approach to privatisation of small businesses was developed and implemented in Ekaterinburg at the time of state mass privatisation, which ensured that a retail and consumer services network was retained and expanded.

In late 1990s new schemes to finance residential construction were applied and made available to all major strata of society in Ekaterinburg.

Arkady Chernetsky initiated creation of one of the first municipal banks in Russia. Approaches the city authorities exercise in relation to business units ensure that Ekaterinburg remains highly attractive for domestic and foreign private investors.

Heads of traditional religions admit that Mayor of Ekaterinburg has made a considerable contribution to ethical and spiritual revival of the city.  Arkady Chernetsky pays particular attention to maintaining and strengthening the city's cultural and scientific potential. A chain of libraries and a cinema theatre network have been preserved and expanded; new theatres, for example, the Municipal Chamber Theatre, open in Ekaterinburg. The city zoo has been overhauled and is deservedly considered to be one of the best zoos in Russia.

In 1992-2008 Ekaterinburg kept ahead of other Russian cities with population over 1 million people by the majority of main statistical indicators of economic and social development (including retail turnover, commission of housing, medical coverage and quality of medical services, etc.) In 2000 Arkady Chernetsky came forward with an initiative to develop and was one of the main authors of the Strategic Development Plan for Ekaterinburg designed for the period up to 2015, creation of which engaged scientific and business circles and the public at large.

The ideas of development he proposed and has been implementing received enthusiastic support at the elections of the Mayor of Ekaterinburg in 1995, 1999, 2003 and 2008.

Arkady Chernetsky is acknowledged to be an ideologist of developing local self-government, reinforcing its financial and economical independency and developing direct cooperation between municipalities. Mayor of Ekaterinburg actively contributes to social and political life in Russia and the Sverdlovsk Region. He made a considerable contribution to development of the regulatory and legal framework for the local self-government in Ekaterinburg, the Sverdlovsk Region and the country as a whole. Arkady Chernetsky was among initiators of developing and adopting and authors of the Charter of the Municipal Entity the city of Ekaterinburg as well as a number of important regional laws.

Mayor of Ekaterinburg acts as President of Union of Russian Cities and holds position of Vice-President of the Congress of Local Authorities of the Russian Federation. Arkady Chernetsky takes part in a number of regional associations and public organisations protecting rights and interests of municipalities.

He diligently advances interests of the city in legislative bodies of the Sverdlovsk Region. In 1994-1996 Arkady Chernetsky was a deputy to the 1st Sverdlovsk Regional Duma. In 1996, 1998, 2000 and 2002 he was elected deputy to the Chamber of Representatives of the Legislative Assembly of the Sverdlovsk Region and a chairman of the Committee on Legislation and Local Self-Government of the Chamber of Representatives.

Arkady Chernetsky is President of the UNESCO Facilitation Centre in the Urals and Siberia.
In 1995 he became one of the winners of the All-Russia competition "Russian Mayor-95". In 1997 by Edict of the President of the Russian Federation Arkady Chernetsky was awarded the title of the "Honoured Machine-Building Engineer of the Russian Federation".

In August 1999 Arkady Chernetsky was awarded the title of the Honoured Citizen of Ekaterinburg by the decision of the respective commission.

In 2000 Mayor of Ekaterinburg received the Order of Honour; he also holds a number of Soviet governmental awards as well as orders awarded by the Russian Orthodox Church.

In 2004 by the decision of the Post-Graduate Graduation Committee of the Ural State University of Economics Arkady Chernetsky received a scientific degree of the Candidate of Economic Sciences.

On January 25, 2005 he became Companion of the "Metsenat" Order of the IV degree (the Golden Cross).
